WW I Navy Coat Questions

I recently obtained this WW I Navy Carpenter's uniform. There is a star on both sleeves, would he be a Warrant Officer or a Chief Carpenter? Also, can any member make out his name on his name tag? I am trying to ID him, any info would be of great help.

A Chief Carpenter would be a commissioned warrant officer with a silver collar device and a blue-and-gold sleeve stripe. What is odd is that a carpenter was not a line officer, and so shouldn't have a star on the sleeve. The WO/CWO insignia of the period can be seen here:

A Clarence Cappel appears in the Navy Reigster in 1918 as a reserve ensign. Does the coat show ghosts of a sleeve stripe or different collar devices?

 

Edit: Forgot to add, pretty interesting how differently the braid has faded between the collar, front and back.

The coat shows no ghosts of a sleeve stripe and it appears no onther collor insignia was ever present. I thought they could have worn a star on the sleeve until a certain date perhaps with length of service.

I found this information: The owner of the coat could have been a Mate which would explain the sleeve star as they wore them: Mates were enlisted men, senior to all chief petty officers, but wore uniforms identical to those of warrant officers. The last mates were appointed in the 1890s, and there were probably few in the navy by World War I, but their uniforms were still covered in the regulations for many years.
