The ugly coloring looks to be the result of uneven patina forming on the silver. It also looks to me like someone has clipped the tips of the prongs to make them even shorter. Maybe these were worn on a shirt and not on a jacket and the wearer wanted them to sit flush against the fabric. All in all, a nice addition to your collection.
