Can someone give me a jist of this medal and it's value? I know I have seen the ribbon on uniforms before.

If I remember correctly,The Order of the Cootie was an organization for vets similiar to the 40 and 8 and American Legion etc.I have no idea to the value of the medal.Maybe a member of OMSA can give you a value.I would guess it not to be very much same catagory as the 40/8 medals,Legion etc from the period.

I would add that the first part of the information provided regarding the Military Order of the Dragon and any association with the United Spanish War Veterans is erroneous.
