This is a CAP senior member enlisted service cap badge. It was introduced in Sept. 1961 and phased out by 1979. By 1979 CAP basically had no more people who were in the enlisted ranks and the badge was considered obsolete. There was also a smaller version that was to be worn on flight (garrison) caps. Civil Air Patrol has in recent years brought back the enlisted NCO ranks for personell who are either active duty, reserve or retired military NCO's who want to remain in the NCO ranks for their CAP service. I do not know if this hat badge has been brought back into use, but I really doubt it as the push in the Air Force is for enlisted to wear the flight cap instead of the service cap and CAP usually follows USAF practices.
