When I first saw it, it reminded me of a SpanAm era 5th Corps badge, but it has the colors of a 7th Corps badge. This is a large piece measuring 2.25 inches in diameter. I'd take a guess that this might have been used for some sort of presentation piece instead of glue? Seems to be unusual for this period to have a screwback. Not impossible of course.
