Eagles with 'HSC' instead of Glory - College ROTC?

Hello - These look to be the size for an early stand-up collar, for maybe a college ROTC unit.

 

The only thing I could potentially find was Hampden-Sydney College in Virginia. They had a military program in WW1 known as the SATC (Student Army Training Corps).
