Major J. Van R. Hoff proposed this pouch to the board of Ordnance and Fortification in June of 1901. $500 was allotted for the purchase of as many pouches as practicable for trial. By 1903 the board had received many favorable comments pursuant to the trials of the pouch in the Philippines.
The pouch is made of coarse woven natural fabric, suspended from the cartridge belt by a vertical double hook.
I was able to purchase this from Bay State 2 weeks ago with what appears to be the original belt it was attached to.
