Vehicle Registration US Occupation zone

This is a vehicle registration for a bicycle. After the war all vehicles in Germany must be registrated. Of special interest is the sign of the commanding officer of the american military government, Mr. Harlan W. Newell. He was first at Aschersleben, then at Naila. Mr. Newell is honoray citizen of Aschersleben because he safed the town of destruction. This couldn`t be real because as a member of the military government he had no decision about fighting troops. It seems it is a misinformation after the war. At the time this registration was prolonged he was back in the USA, they used the old form. He died in 2012. The town is only 20 kilometres of my home.
