Yup, it's a "Smell em'" or SMLM card that everyone in Germany was issued. If you saw a Soviet Military Liaison Mission vehicle, especially in a restricted off limits area you were supposed to call it in. I still have mine as well as a map of off limits areas from the 1980s.
