Seems that in 1943 Rickenbacker was on a sanctioned study mission to Russia and while en route visited US operations and units in North Africa. Various accounts have him visiting squadrons there in early May so this photo was likely taken then since the Sicily invasion wasn't until July. Just a guess. It is detailed four-page report of FDR's trip to Casablanca. Main part of his delegation (with him) flew on board of two Boeing 314s -- the Dixie Clipper (NC18605) and Atlantic Clipper (NC18604). FDR flew by Dixie Clipper (NC18605) under the command of Captain Howard M. Cone. The USN photographer took a photo then on board of Boeing 314 Dixie Clipper when FDR celebrated his birthday together with Admiral Leahy, Harry Hopkins and their pilot Capt. Cone mentioned.
