I am guessing foreign or ROTC, but do not know for sure. Any help is appreciated and these are available for trade or sell (I have a couple of each).

Yes, Army ROTC. I believe the yellow ones were for Sr. ROTC and the ones with white chevrons were for JROTC. (If that's not correct, someone please correct me.) You have Staff Sergeant and First Sergeant.

Both the JROTC & ROTC used these. The yellow ones were replaced in the eighties with the black ones. The officer rank was on green then replaced on black just like the big Army did.
