Just received this today. It is a certificate for the completion of all tests required to be an AWS Observer (3rd Class). I especially liked it because of the very early date--December 8, 1941!

My question is in regard to the ribbon mounted at the bottom left. Does the ribbon represent the State of Rhode Island, The American Legion, or the AWS itself?
