Something else, note that the 1883 and 1893 rating badges are both being used here.

Another thing, you note that the 2 rating badges visible are BM and GM. Both “Right Arm” rates. That change does not happen until the big uniform change of 1911. Prior to that change, all rating badges were worn on the sleeve, corresponding to the wearers watch section, ( Port or Starboard).

 --- the first one from a ship-fitter 2nd class with one overseas service bar

Just a point of detail. From its creation, until 1948, there were no Boatswains Mates Third Class. This rate was referred to as “Coxswain”.   I’m certainly glad, we got away from putting the crow in the elbow. And, knotting the neckerchief at your belly button. Never liked the look.
