Some information about the General Obino: The War Superior School (ESG) resulted of studies developed for a group of military worried about the consequences of just-finished the Second World War. In 1948, General Salvador Cesar Obino, then Head of the General General staff (old General staff of Armed Forces - EMFA and today Ministry of the Defense), created two years before, in visit to NATIONAL WAR COLLEGE, in U.S.A., counted, immediately, with the support of the North Americans, who if prontificaram to send a military mission to give have supported to the implantation of the related School. In December of that year, the Major-general Oswaldo Cordeiro de Farias make was placed to the disposal of the EMFA, to elaborate the first draft of the regulation of the War Superior School, together with Coronel-Aviador Ismar P. Brasil, Tenente-Coronel Affonso Enrique de Miranda Corrêa, the Commander Celso de Macedo Soares Guimarães and Tenente-Coronel Idálio Sardenberg. The American Military Mission already met in Brazil. An elaborated document, for this last officer, with the heading of Basic Principles of the Superior School of War, served of base for the writing of the Regulation of the ESG. In this way, for the Law n° 785, of 20 of August of 1949, "was created the War School Superior, an institute of high studies, subordinate directly to the Minister of the Defense and destined to develop and to consolidate the necessary knowledge for the exercise of the advising functions and superior direction and for the planning of the national security". In 15 of March of 1950, with the presence of then the President of the Republic, General Eurico Caspar Dutra, initiated the school year of the ESG, being the Inaugural Lesson pronounced for General Cesar Obino, in the audience of the old School Technique of the Army, current Military Engineering Institute (IME).
