There are 2 snakes on each side and something may have broken off in the center. This does seem to be an old piece but of what? Is this even military? This is very similar to the early post WWI flight instructor insignia worn by USAAC instructors on their sleeve. Early on, they sometimes wore metal gold gilt wings similar in design to these. Later, the small bullion wings were more common. Yours look a bit like this in general, but if they were military, they would not have the little snakes and would be gold in color.
