Robert It is Public Health Service; the chevrons each indicate 6 months overseas service in the AEF WW1. USPHS uses a distinguishing mark with crossed flags for Quarantine Inspector. Had I seen one at a show, resonably priced, I would have jumped all over it (as I really like this sort of stuff), but it's nice now knowing exactly what it is.
